If it's true, thats disappointing. The Vita is more then capable to achieve parity between multi-platform versions, may it be perhaps with some graphical exceptions. The Vita is designed to get rid of that "lesser version" syndrome handheld devices have. Making the Vita version not open world seems more a budget/effort matter then a technical one. That's a real shame, I was planning on buying this for my Vita, not going to happen now.
